Living on Seabrook Island, SC

Seabrook Island is a gated barrier island town in Charleston County, next door to Kiawah at the end of Seabrook Island Road. Most homes sit behind the Seabrook Island Property Owners Association gate. Since 2005, new owners must buy a Seabrook Island Club membership. Short-term rentals need a town permit under a cap. The trade-offs are club costs, flood exposure and the drive out through Johns Island. The median residential sale over the last year was about $840,000.

The market right now

Over Oct 2025 – Sep 2026, the median residential sale (Seabrook Island (MLS city)) was about $840,000. Homes averaged 80 days on market and sold for about 93.2% of their original asking price, and there was roughly 4.3 months of supply at the latest count. Compare it with the rest of the region on the communities map.

Town, SIPOA and the Club

Three groups shape life here, and I walk every buyer through which does what. The Town of Seabrook Island was approved by voters 341 to 65 in May 1987. It handles planning and zoning, building permits, floodplain rules, beach patrol and short-term rental permits. Water and sewer come from the Seabrook Island Utility Commission, which the town created.

The Seabrook Island Property Owners Association (SIPOA), formed in 1972, runs the security gate and owns the Lake House, a 27,500-square-foot center with a fitness center, indoor and outdoor pools and a library, plus more than 10 beach access boardwalks and the nature trails. The town says plainly that it does not control access behind the gate.

The Seabrook Island Club is member-owned. Property owners bought the amenities in April 1991. Since January 1, 2005, SIPOA covenants require all new property owners to buy a Club membership. Types include Golf, Racquet Sports, Neighborhood and Homesite, and owners who rent pay a required Rental Guest Amenity Fee that depends on the membership type. Get the current Club and SIPOA numbers in writing before you sign; SIPOA's public site doesn't post its assessment or transfer amounts.

Homes and what your money buys

Seabrook has single-family homes, townhomes, villas, cottages and homesites, with ocean, river, marsh, golf and maritime forest views. Building started after the Seabrook Development Corporation assembled the land between 1969 and 1973. The Ocean Winds golf course opened in 1973 and Crooked Oaks in 1981, and much of the housing is arranged around those two courses and the beach.

Rental activity matters on some streets more than others. The town drew a short-term rental overlay district in 2024, and permits there are capped separately from the rest of the island, so ask where a property sits on the map.

Gate access and getting around

Owners and residents pass the SIPOA gate with a bar code on their vehicle. Guests are added through GateAccess.net or the ABDI GateAccess app, and visitors with a pass go straight to the gate. New vehicles and bar codes go through the SIPOA office. Anyone else calls SIPOA at (843) 768-0061.

Every trip on or off the island runs through Johns Island. From the gate you take Betsy Kerrison Parkway to Main Road or Bohicket Road, then out over Maybank Highway or Main Road toward West Ashley. There is no other way out, and that is the honest trade-off of living out here. See my Johns Island guide for the roads in between.

Help is coming in pieces. Charleston County's Main Road Segment A project, which adds a US 17 flyover and widens Main Road to River and Chisolm roads, is under construction with a contract completion date of September 27, 2028. The Maybank Highway fourth lane from River Road to the Stono River bridge is approved and in final design. The county's Segment C plan, which would have improved the route from Bohicket Road and Maybank Highway to Betsy Kerrison Parkway, was stopped in 2025. A Main Road roundabout at Mary Ann Point is on the November 3, 2026 sales tax referendum list. I track all of it on the Johns Island growth page.

Flooding and insurance

Seabrook is a barrier island with mapped high-risk flood zones. The town warns that king tides can reach 7 feet or higher and are getting more frequent with sea level rise. Some parcels sit in Coastal Barrier Resources (COBRA) zones, where federal flood insurance can't be written and private coverage may be the only option. Ask about that first on any lot near the island's edges.

The good news is the town's Community Rating System Class 5, which gives a 25% discount on NFIP flood premiums. The town also encourages two feet of freeboard above base flood elevation. Improvements of 50% or more of a building's value trigger new-construction rules, and permits from the past five years count toward that. Flood policies usually have a 30-day wait. Check any address with my flood zone lookup.

Property taxes: 4% vs 6%

South Carolina assesses the home you live in as your legal residence at 4% of value, and that home is exempt from school operating millage. Second homes and rentals are assessed at 6% and pay the full rate. On an island where so many homes are second homes or rentals, that gap drives most tax conversations. Apply for the 4% ratio with the Charleston County Assessor after you close.

For 2026, Seabrook Island (tax district 53) carries 249.8 total mills: 218.8 countywide plus 31.0 for the St. John's Fire District. The county's millage card shows no separate town levy for Seabrook.

Schools

Seabrook Island is served by Charleston County School District. Attendance zones change, so check the exact address with the district's official lookup (link below).

Short-term rental rules

Renting for less than 30 consecutive days takes a town short-term rental permit for each unit plus a business license, both before you advertise. The rules come from three ordinances adopted December 17, 2024. Licenses run May 1 to April 30, and hosts must keep a log of stays and file an annual rental activity report.

Standard permits are capped at 557 inside the STR Overlay District and 110 everywhere else. On October 21, 2026, the town showed 55 open inside the overlay and 7 outside, with no waitlist. A buyer of a home sold with existing bookings can get a temporary Class C permit. A standard permit costs $150, and the business license starts at $500. Each permit lists its own occupancy limit. For how other local towns compare, see my short-term rental rules page.

Things to do

Club members get 36 holes on Ocean Winds and Crooked Oaks, the Racquet Club's 15 Har-Tru courts plus pickleball, the Beach Club pools and an Equestrian Center with three miles of trails and beach rides. SIPOA's Lake House is the owners' community hub. A deep-water marina and a shopping village sit just outside the gate. Bohicket Marina was inside the original town limits drawn in 1987.

The beach has zones. Pets are not allowed from Boardwalk 1 to Captain Sams Inlet, and must stay leashed northwest of Boardwalk 9. Elsewhere, dogs must be leashed from 10 a.m. to 5 p.m. between April 1 and September 30. Swimming in Captain Sams Inlet is banned around low tide and whenever dolphins are present. For local events, see community happenings.

What people like

  • Owner-controlled Club and POA, with golf, tennis, beach club and equestrian on the island.
  • CRS Class 5 gives a 25% discount on NFIP flood premiums.
  • Rental permits still available under the cap as of October 2026.
  • A small town government with published rental and beach rules.

What to weigh first

  • Club membership is mandatory for new owners, so budget for it.
  • One way in and out, through Johns Island traffic.
  • King tides and storm surge; some parcels can't get federal flood insurance.
  • SIPOA doesn't publish its fees online, so you have to request them.
