Living in North Charleston, SC

North Charleston is South Carolina's third-largest city, sitting between downtown Charleston and Summerville along I-26 and the Cooper River. It spans Charleston, Berkeley and Dorchester counties, so taxes, schools and rental rules depend on the exact parcel. It's home to the airport, Boeing and Park Circle. The trade-offs are interstate traffic, a decades-long I-526 rebuild and flood-prone creeks. The median residential sale over the last year was about $340,000.

The market right now

Over Oct 2025 – Sep 2026, the median residential sale (North Charleston (MLS city; spans three counties)) was about $340,000. Homes averaged 47 days on market and sold for about 95.5% of their original asking price, and there was roughly 3.8 months of supply at the latest count. Compare it with the rest of the region on the communities map.

City or county: which North Charleston are you buying in?

This is the first thing I check on any North Charleston address. The city crosses three counties, Charleston, Berkeley and Dorchester, and a North Charleston mailing address doesn't always mean the parcel is inside city limits. Some sit in unincorporated county land.

It matters because the county sets your tax bill and your school district, and the city or county handles zoning, permits, trash and police. It also decides short-term rental rules. Pull the county tax record or GIS map for the exact parcel before you write an offer.

Short-term rentals inside city limits need a city permit, and the city caps them at 60 per council district, 600 citywide. Districts at the cap waitlist new applications, and some Park Circle districts are well over it, so don't buy assuming you can get a permit.

Homes and what your money buys

Park Circle is the city's best-known older neighborhood. It was planned in 1912 around a circular central park, with avenues radiating out in a hub-and-spoke layout, and most of its original houses date to the 1940s and '50s, when many owners worked at the Navy Yard. Expect modest bungalows and cottages, plus newer infill. Oak Terrace Preserve is a newer subdivision inside the Park Circle area.

Elsewhere you'll find mid-century neighborhoods near I-26 and Rivers Avenue, larger suburban and golf communities on the Dorchester County side such as Coosaw Creek, and new apartments and townhomes. On the former Navy Base, the Officers' Quarters Historic District, listed on the National Register in 2007, holds homes and buildings built between 1901 and 1945. See the new construction directory for communities currently selling.

Big neighbors: the Navy Base, port, airport and Boeing

The Charleston Naval Base closed in 1996, and its redevelopment has shaped the east side of the city ever since. The first plan, Noisette, covered 340 acres at the north end of the base and ended largely in foreclosure. Much of that land went to the state railway, and part of it is now rail yard for the port.

Navy Yard Charleston launched in 2021 on about 60 acres of the old base. In December 2023 City Council approved a 70-acre riverfront plan just north of Noisette Creek calling for at least 1,400 housing units, commercial space and 20 acres of public open space over several decades.

At the south end of the base, SC Ports opened the Leatherman Terminal in 2021. In June 2026 the Ports Authority announced it would idle the terminal indefinitely starting August 1, citing a shipping downturn. The Navy Base Intermodal Facility, a rail yard about a mile away, sits on a 118-acre site, and the Cosgrove Avenue extension and bridge over it opened in September 2025. If you're looking near the base, expect truck and rail activity.

Charleston International Airport is in North Charleston and shares its runways with Joint Base Charleston, which flies C-17 cargo jets. Boeing South Carolina builds the 787 next to the airport and employs more than 8,200 people across its North Charleston and Orangeburg sites. In November 2025 it broke ground on a $1 billion-plus expansion including a second final assembly building of about 1.2 million square feet.

Being close to the airport and base is great for travel and work. It also means aircraft noise in some neighborhoods, so visit at different times of day.

Getting around

I-26 and I-526 cross in North Charleston, and that interchange is the city's main traffic chokepoint. SCDOT's I-526 Lowcountry Corridor West project will redesign the I-26/I-526 interchange and widen I-526 from two to four lanes each way between Paul Cantrell Boulevard in West Ashley and Virginia Avenue in North Charleston. The federal permitting dashboard lists the cost at $3 billion.

SCDOT said in 2023 that construction was expected to begin in 2030, and a 2024 Post and Courier report put it at 2029. Home relocations along the corridor in neighborhoods such as Liberty Park, Highland Terrace and Ferndale could start in 2026 at the earliest. Details are on 526lowcountrycorridor.com. If a home backs up to I-526, ask how the project affects it.

Flooding and insurance

Most flood problems here follow the creeks and river edges. Filbin Creek runs across the city along I-526, and homes near it, including in Cameron Terrace, sit in FEMA flood zones. Hurricanes Matthew and Irma both pushed Cooper River tidal surge up the creek. SCDOT replaced a missing flap gate to keep saltwater out on normal tides, but it won't stop storm surge.

Noisette Creek divides Riverfront Park, and the Ashley and Cooper river edges carry their own risk. Heavy rain matters too: Tropical Storm Debby dropped just under 13 inches at the National Weather Service office in North Charleston in August 2024, and parts of the city had flash flooding in June 2026. Run every address through the flood zone lookup, ask for an elevation certificate, and get an insurance quote during your inspection period.

Property taxes: 4% vs 6%

South Carolina assesses a home that is your legal residence at 4% of value. Second homes and rentals are assessed at 6%. Owner-occupied homes are also exempt from school district operating taxes, which can be the biggest piece of the bill, so the same house can cost a lot more to own as a rental. Apply for the 4% ratio with the county assessor after you close.

Millage depends on the county and tax district. The city's 2024-25 budget ordinance set 85 mills for operations and 10 for debt service. On the Berkeley County side, the 2026/2027 schedule lists District 21 (North Charleston) at 338.0 total mills, 91.5 of them city mills, before the 4% exemption. Check the parcel's district on the county tax record.

Schools

School district follows the county line, not the city name: Charleston County School District for the Charleston County portion, Berkeley County School District for Berkeley County addresses, and Dorchester School District Two for the Dorchester County side. Attendance zones change, so check the exact address with the official lookup (links below).

Things to do

East Montague Avenue in Park Circle is the city's old Main Street, with locally owned restaurants, bars, breweries, coffee shops and stores. A Thursday farmers market runs May through October at the pavilion in the Park Circle roundabout, and the Park Circle area has a large inclusive playground and a free disc golf course.

Riverfront Park on the old Navy Base has Cooper River views, big oaks, a performance pavilion, the Naval Base Memorial and paths, plus a pedestrian bridge over Noisette Creek that opened in 2022. The Coliseum (opened 1993), Performing Arts Center and Charleston Area Convention Center sit on Coliseum Drive near Tanger Outlets. Firefly Distillery hosts outdoor concerts. Check community happenings for upcoming events.

What people like

  • Central location between downtown Charleston, Summerville and the airport.
  • Park Circle's walkable East Montague Avenue district.
  • Major employers close by, including Boeing, the airport and Joint Base Charleston.
  • A wide range of housing, from 1940s bungalows to newer subdivisions.

What to weigh first

  • Heavy interstate traffic, especially at the I-26/I-526 interchange.
  • Years of I-526 construction ahead, with relocations along the corridor.
  • Flood zones along Filbin Creek, Noisette Creek and the river edges.
  • Three counties and city-vs-county lines make taxes, schools and rules confusing.
